In the Pacific, BirdLife is working to secure Pacific Island birds and other native biodiversity by addressing key threats. Of these, invasive alien species are a leading cause of biodiversity loss also, affecting livelihoods and the Pacific way of life. In response the BirdLife Partnership is taking an integrated approach to managing invasive species, to benefit Island biodiversity, the lives and livelihoods of people and strengthening climate resilience in an equitable and socially inclusive way. Assessing the impact of this work is essential to integrating learning, successes, and the ongoing development, of the Pacific Island Restoration Programme (PIRP).

BirdLife is seeking a qualified and experienced individual for the position of Monitoring, Evaluation & Learning (MEL) Coordinator, based in Suva. The role reports to the Pacific Island Restoration Programme Manager.

The MEL Coordinator is responsible for leading the development and implementation of MEL across a diverse portfolio of biological and social indicators and national and regional projects. The INSPIRE project forms a significant part of this responsibility and includes developing and leading the implementation of an MEL plan with integrated biodiversity, habitat, ecosystem services, economic, cultural, climate resilience, gender equity, social inclusion and capacity-building indicators.

Summary of Key Accountabilities:

PIRP MEL Technical Support

• Strategically lead the design and implementation of MEL within PIRP projects across a range of environmental, economic and social development, capacity and climate resilience activities and indicators.

• Provide MEL technical expertise on data collection methods, information management, analysis, interpretation and partner capacity building.

Capacity Development

• Increase Partner and stakeholder capacity to technically implement and sustain MEL programmes

PIRP MEL Management

Manage MEL priorities through the development of work plans, budgets, and project reporting

Strategic Development

• Lead the development of an over-arching (regional) MEL strategy to assess and guide the ecological, socio-economic, capacity and climate adaption impacts of the PIRP.

Essential Qualifications and Experience:

The successful candidate must have the following qualifications, skills, and experience:Biological sciences graduate preferably with a relevant postgraduate application and field research expertise in either tropical island ecology, invasive species, or the social development sector with environmental experience.
An advanced level of technical MEL ability with extensive experience in field data collection, analysis, and data interpretation in biodiversity conservation or other environmentally linked social development, and or climate adaptation disciplines.
Experience in leading MEL programmes across biodiversity, environmentally linked social development, GEDSI, climate adaptation and or capacity-building activities.
Knowledge of invasive species effects and management solutions for Pacific Island birds, and indigenous ecosystems, livelihoods, and climate change for subsistence rural economies.
A team person with the ability to plan and work strategically, proactively identify, and solve problems, meet deadlines, and deliver outcomes.
An understanding of Pacific Island cultures, with the ability to share knowledge, train and build MEL capacities across diverse civil society, government and technical stakeholders.
Well-developed oral and written skills with the ability to present technical information and complex concepts to a range of audiences in a clear and compelling way.
Demonstrated competence in the use of the Microsoft Office suite of applications the use of remote IT systems, and cloud-based platforms (Zoom, Teams etc.).
Willingness to travel throughout the Pacific Islands region for two to three weeks at a time and up to three months annually.Application Process:

BirdLife International (BLI) Pacific Secretariat is looking for an experienced MEL (Monitoring, Evaluation, and Learning) Coordinator with a passion for nature and the Pacific Islands region.

The BL Island Restoration Programme is aiming to secure Pacific Island birds and other native biodiversity by addressing key threats. Of these, invasive alien species are responsible for most extinctions on islands and remain a leading cause for species decline and habitat degradation. Invasive species impacts are not limited to the natural environment profoundly effecting livelihoods (i.e., agriculture), ecosystem services, trade, infrastructure, human health, climate resilience and the Pacific way of life. In countering these issues the Programme is acting through an IAS led, multi-sectoral, Nature-based Solutions approach to securing significant, sustainable outcomes for Pacific Island biodiversity, ecosystems, and people. Knowledge of the Programme impact is essential to the cycle of identifying and integrating successes, learnings, and informing future programme development led by the MEL Coordinator.

The Programmes Monitoring, Evaluation and Learning (MEL) will be guided through a regional Strategy with technical expertise supporting indicator selection and data interpretation, and the provision of training and advice to (national) Programme partners. The position is to be based at the BirdLife Pacific Secretariat Office in Suva, Fiji.

MEL (MONITORING, EVALUATION AND LEARNING) COORDINATOR, PACIFIC ISLAND RESTORATION PROGRAMME (SUVA, FIJI)

Primary Responsibilities

The MEL Coordinator is responsible for the development and implementation of MEL across a diverse portfolio of biological and social indicators and national and regional projects, partners, and supporters. The MEL Coordinator has well developed MEL technical skills relevant to tropical island ecosystems and biota (particularly birds) informing recovery, climate adaptation and capacity building outcomes from IAS management interventions, and preferably the ability to support related social (GESI, economic, cultural) interests in Pacific Island communities. A key challenge will be to support the development of MEL systems and processes which are able to adequately manage the complexity and diversity of individual and local contexts, while still providing a measure of overall impact and learning at programme level.

Key Requirements Understanding of invasive species effects on Pacific Island birds and other indigenous biodiversity, ecosystems, livelihoods, climate change and of the management solutions.
Knowledge of ecological monitoring frameworks for biodiversity outcomes including synergies with social development needs relevant to low income and subsistence based rural economies
Ability to coordinate, engage with, and train people (in MEL) from a range of cultural and educational backgrounds
Ability to collate, analyse, interpret, and communicate MEL results informing impact and programmatic strategic development.
Extensive experience developing and implementing MEL frameworks for indigenous island ecosystems and in assessing the impact of social pressures/interventions (livelihoods, ecosystem services, culture, and traditional values, and GESI)
Knowledge of the application of Nature-based Solutions to terrestrial Pacific Island ecosystems and biodiversity

Employment Terms

The post is offered initially as a 24-month contract, commencing March 2023. Subject to funding, the position could be extended and developed further in scope.

Job Title: Project Coordinator

Reporting to: Operations Managers

Responsible to: The Directors of the Society & the Operations Managers, London HQ

Location: Marine Field Projects in Fiji

PRIMARY FUNCTION

Responsible for the successful running of the project including management of volunteers, logistics and administration of the project

GENERAL OUTLINE OF THE ROLE
To ensure the health and safety of all volunteers and field staff involved in the project, dealing with any medical incidents should they arise, being ready to initiate and implement an emergency medical evacuation procedure if necessary.
Management, support and development of volunteers / research assistants in all aspects of their participation on the project.
Organisation and supervision of camp activities and the schedule of Research Assistants camp duties. Preparation of a camp work schedule taking into account all relevant safety, physical, logistic and financial considerations.
To manage local Frontier employees, camp assistant, driver, guards, as appropriate including payment of wages as and when necessary.
Administration and control of project budget, ensuring that expenditure does not exceed allocated funds. Over spending will be recovered from future budgets.
To develop proposals for work with other potential sites/organizations (including site visits and meetings as and when required).

UMAIN DUTIES & RESPONSIBILITIES
To oversee and arrange arrival of new volunteers and project staff, arranging immigration, visas, work permits, transport, accommodation and briefing volunteers and staff on all aspects of country life upon their arrival in country.
To ensure that all volunteers / research assistants are deployed constructively, usefully and enjoyably and will ensure the discipline and good behaviour of all members of the project.
To act as deputy to the Principle Investigator and take on overall leadership of the project should the necessity arise.
To send through RA updates to LHQ during weeks 1, 4 and 10 of projects
To send situation reports through to LHQ each Tuesday.
To send quarterly and mid-phase reports to LHQ to set deadlines including reporting on accounts, logistics, staff, equipment inventories and risk assessments.
To oversee the maintenance, servicing and repair of all project equipment and camp as necessary.

TERMS & CONDITIONS

Contract Duration: 12 months with possibility of extension.

Accommodation: Basic accommodation provided on camp.

Travel: Capped contribution towards international airfare provided, plus internal travel as necessary to the fulfilment of duties.

Insurance: Employer’s liability insurance provided.

Subsistence: Food provided on project site. Subsistence allowance provided for time spent off project site.

Salary: £150 per quarter, plus £150-250 end of contract bonus.

Training: BTEC assessor training & pre-departure training provided.
