Monitoring and Evaluation Consultant

Main Description: Following the launch of the National Agroecology Strategy in Kenya and its mandate to establish an M&E framework, the TRANSITIONS Metrics project convened a three-day in-person workshop on behalf of the Ministry of Agriculture and Livestock Development (MoALD), through the Intersectoral Forum on Agroecology and Agrobiodiversity (ISFAA). This workshop initiated a co-design process for the NAS-FST M&E framework. Component 5 of the EU-funded and IFAD-managed TRANSITIONS Metrics project will build on this momentum and continue supporting the co-development of the NAS-FST M&E framework and ensure the integration of TAPE+ National as an integral component of the NAS M&E framework.
This consultancy contract will facilitate the review of policy, existing M&E frameworks, and data landscape, which will inform the development and alignment of TAPE+ National and the NAS M&E framework, ensuring they reflect national priorities, align with existing frameworks at national and county levels, and leverage current data collection efforts.
Requirements:
- Advanced degree (Master's or higher) in political or social Sciences, Statistics, or a related field with a clear focus on food system analysis
- Minimum of 5 years of relevant experience in monitoring and evaluation within research projects, NGOs, government agencies, or international organizations with a clear focus on food system transformation and/or agroecology
- Good understanding of the different relevant governmental (e.g. agriculture, environment, health, finance) and societal (public, private and civil society) sectors involved in food system transformations in Kenya
